Vargas rose to national prominence in the 1920s, a decade of protest and revolts by young military officers ( tenentes) and disgruntled civilians against corrupt rule by professional politicians in the service of the rural oligarchy.
Ensuring his support, Vargas also named federal "intervenors" to administer the Brazilian states and replace presidents (governors), with the only exception being Minas Gerais, where the president was allowed to remain as interventor. Nearly all these actions were perscribed in a single decree on 11 November 1930.
Between 1937 and 1945, during the Estado Novo, Vargas gave continuity to the formation of structure and professionalism in the State. Vargas oriented the state to intervene in the economy, promoting economic nationalism.
