    Norway is divided into 19 administrative regions, called counties (fylker, singular - fylke, Nynorsk: singular and plural fylke; until 1918 known as singular and plural- amt), and 431 municipalities (kommuner - Nynorsk: kommunar).     All Norwegian towns/cities and rural municipalities were classified as either a bykommune (urban municipality) or herredskommune (rural municipality). This distinction was rescinded by The Local Government Act of 1992. Between 1960 and 1965 many Norwegian municipalities were merged.

The island territories of Svalbard and Jan Mayen are outside the county division and ruled directly at the national level. The capital Oslo is both a county and a municipality.
