    Boroughs were particularly common in England, Germany and Scotland. In medieval England, boroughs had also the right to elect members of parliament. ( The Borough in Southwark, London is thought to have been the original 'borough' of which all others come from.) Usually a borough is a single town with its own local government.
    The medieval English borough was an urban centre identified by a charter granting privileges, autonomy, and (later) incorporation. As an autonomous corporation, the borough functioned outside the general administrative hierarchy of the shire and hundred.
    The term "sixth borough" is used to describe any of a number of places that have been metaphorically called a part of New York City because of their geographic location, demographics (they include large numbers of former New Yorkers), special affiliation, or cosmopolitan character.
