Apparently the 'h' is a so-called 'lenited letter' in Irish Gaelic which changes the sound of the letter that comes immediately before it, in this case 'b' is turned into a 'v'. So there we go. 'Cobh' is literally the 'cove' of the nearby town of Cork.
