36; 38.9 Raqqa Governorate ( Arabic: مُحافظة الرقة, romanized : Muḥāfaẓat ar-Raqqah) is one of the fourteen governorates of Syria. It is situated in the north of the country and covers an area of 19,618 km 2. The capital is Raqqa.
Along the lines of military control, governance in Raqqa is divided into three zones, each with its distinct modus operandi and complex set of challenges.
It was also the capital of the Islamic State from 2014 to 2017. With a population of 531,952 based on the 2021 official census, Raqqa is the sixth largest city in Syria. During the Syrian Civil War, the city was captured in 2013 by the Syrian opposition and then by the Islamic State.
People in regime-controlled towns and villages in Raqqa, including Rasafa, Maadan and al-Sabkha, complain of recurrent theft, extortion and murders by unknown gunmen. In sum, and contrary to Assad’s 2019 statements, the army’s deployment in Raqqa neither brought a return of government services nor re-established regime sovereignty.
